Internet Security in Nepal
(Eak Raj
Bastola)---
Guess the
frequency of Nepal’“Once in a blue moon”, this proverb refers to the Nepali
site. Government and political party rarely updated their site. Most of the
private organization makes it for the sake.
Till date, Nepali people cannot get updated information on website; they
tend to turn the file of page as tradition to know the records of any
statistics.
However, current internet penetration rate is 14.55 % and
There are more than 2500 nepali website aired on the web. The subscriber of ISP’s in Nepal reaches more
than 61,621. But, due to lack of appropriate knowledge and conciousness, Internet in the Nepal is not safe. In order to
this, no one has really applied securities measure in their website.
But the digital
transaction in Nepal is rising day by day. .In the present context, the use of
e-banking, sms banking, smart card and other electronic transaction is
increasing rapidly. But, no one has more cared about the safest transaction and
do not use any measure like digital signature so far in the electronic
transaction. Ministry of Science and Technology, government has formed the
Controller of Certifying Authorities (OCC)to issue Digital Signature
Certificates which has completed its basic infrastructure to supply
it. Currently, office is busy on preparing licening producedure and working on
data backup system, Rajan Raj Panta, Controller of Controller of Certifying
Authorities, informed TNP. In the Electronic Transaction Act, 2063, there is a
provinance of Digital Signature (DS). Digital signature will provide the digital security and secure
data for the digital transaction. . To control and scape from hanking and
defusing about electronic transaction, DS is most. It also controls the crime
in online banking, sms banking, social
networking website like twitter, facebook and other electronic
transaction.
Establishment of
DS is positive signifance to the
Internet Security, Aryal said. Due to the heavy cost on money to make the
system secure, only few banks tried to adopt some measures about their
transaction so far.
Due to the lack of
securites applied in Internet, Nepali sites are in the eyes of hackers. So far
more than 50 government, bank, private organization, news portals are hacked,
Debesh P Lohani, Information Security Consultant said to TNP. Recently, Central
Post office website is hacked. After
that, Nabil Bank, Bank of Asia, Prime Bank,
are the example whose site is hacked some month before by a Turkish
hacker league called “Turkey Cyber Army”, he said. Other some of the hacked website are Nepal
Telecom Authority, The Himalayan Times, Nepal Engineer’s Association,Nepal
Telecommunication Authority have been hacked by the unknown identity known as
“ardhapagal”. Likewise The US Senate, NASA, CIA (Central Intelligence Agency),
FBI and others website globally targeted by the hackers
Due to the less visited on website, and less
dependency on Nepali site, Hackers eyes are not on the Nepali Site, but they
are more targeted on international website, Dibesh Lohani, Information Security
Consult, said. According to Lohani, Hackers eyes are on the Nepali government
site. So, far more than 50 website is hacked or somewhat defused by anonymous
hacker. Most of the hackers defuse the
index page, they write on something for their indentification.
Most of the
website can be hacked due to the insider, president of Internet Society Nepal
Chapter (ISOC) Baburam Aryal said. Less
user awareness and system security policy lends the website be defused, Aryan
Added.
Mainly, Hacker
hacked for the business proposition, Entertainment, amateur and rivals, Lohani
said. Due to strength-less security on information,
system(infrastructure), web-database and application loophole, user behaviour, many
information so far is neutralize by the hackers, Lohani claimed.
User open the
suspicious mail, click on new item whatever they like passes the identification
of the User. Then the spy attack the
website on this path, Aryan informed.
“The policy of
government about Digital Signature will be aid to control and punish the
convicted people” .Under the Electronic
Transaction Act, 2063, Article 45 hacker can be imprisoned to 3 years sentence
and 2 lakhs fined, Aryal Said. But There is a big challenges
on the approaches of the DS to the grassroot level and implimentation of
it. ”
However, Most of
the ATM is not well equipped with CCTV camera, security guard services and the
people enter the booth without opening helmet. If the evil eyes goes on ATM,
too, it can be hacked and captured the personal code and transfer the
transaction, Lohani suggested.
Some of the
hacked sites were
